Your Committee on Agriculture, to which was referred H.B. No. 506, H.D. 1, entitled:
"A BILL FOR AN ACT MAKING AN EMERGENCY APPROPRIATION FOR THE STATE IRRIGATION PROGRAM,"
begs leave to report as follows:
The purpose of this measure is to make an emergency appropriation for the State irrigation program.
Your Committee received testimony in favor of this measure from the Board of Water Supply for the City and County of Honolulu.
Your Committee finds that uninterrupted operation and maintenance of the State's irrigation systems is in jeopardy. For the past three years, the State's irrigation systems have been experiencing severe drought conditions, which have caused fund balances to decline over this period. This measure provides the necessary funding to ensure the State's irrigation systems continue operating.
As affirmed by the record of votes of the members of your Committee on Agriculture that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 506, H.D. 1, and recommends that it pass Second Reading and be referred to the Committee on Ways and Means.
