Your Committee on Ways and Means, to which was referred H.B. No. 480, H.D. 1, S.D. 1, entitled:

"A BILL FOR AN ACT MAKING AN APPROPRIATION FOR BUSINESS SPECIALIST POSITIONS,"

begs leave to report as follows:

The purpose of this measure is to appropriate funds to the Department of Education for three business specialist positions for the districts of Hawaii, Kauai, and Maui.

Your Committee finds that the centralization of business services on Oahu has inadvertently shifted certain business functions to the school principals of the neighbor island departmental school districts, resulting in the inefficient use of the principal's role in school administration.

Your Committee has amended this measure by changing the fiscal year appropriation to $2 for the purpose of continued discussion of the matter.

As affirmed by the record of votes of the members of your Committee on Ways and Means that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 480, H.D. 1, S.D. 1, as amended herein, and recommends that it pass Third Reading in the form attached hereto as H.B. No. 480, H.D. 1, S.D. 2.
