Sir:

Your Committee on Hawaiian Affairs, to which was referred H.B. No. 186 entitled:

"A BILL FOR AN ACT RELATING TO THE PUBLIC LAND TRUST,"

begs leave to report as follows:

The purpose of this measure is to appropriate an unspecified amount to be matched on a dollar-for-dollar basis by the Office of Hawaiian Affairs to establish a comprehensive information system for inventorying and maintaining information about the lands of the public land trust, as required by Act 125, Session Laws of Hawaii 2000.

The Office of Hawaiian Affairs, the Auditor, Ka Lahui Hawaii, and a private citizen submitted testimony in support of the measure.

Your Committee finds that the purpose of Act 125, Session Laws of Hawaii 2000, was to facilitate the establishment of a comprehensive information system for inventorying and maintaining information about the lands of the public land trust as described in section 5(f) of the Admission Act and article XII, section 4, of the State Constitution. In accordance with section 5(a) of Act 125, the Auditor was to report to the Legislature on the system's progress towards completion as well as any legislation the Auditor deemed necessary to facilitate the expeditious completion of the inventories and system. Thus far, the Auditor has determined that a greater amount of funding than previously calculated is necessary. This measure therefore appropriates funds to complete the public land trust information system.

Your Committee has amended the measure by inserting $1 as the amount to be appropriated.

As affirmed by the record of votes of the members of your Committee on Hawaiian Affairs that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 186, as amended herein, and recommends that it pass Second Reading in the form attached hereto as H.B. No. 186, S.D. 1, and be referred to the Committee on Ways and Means.
