Sir:
Your Committee on Ways and Means, to which was referred H.B. No. 1668, H.D. 1, S.D. 1, entitled:
"A BILL FOR AN ACT RELATING TO REHIRING RETIRED TEACHERS IN THE DEPARTMENT OF EDUCATION,"
begs leave to report as follows:
The purpose of this measure is to allow the Department of Education, from July 1, 2001 to July 1, 2005, to employ retired teachers at up to one hundred per cent full-time equivalents in identified teacher shortage areas and as mentors for new classroom teachers.
In addition, this measure:
(1) Requires the Department of Education to obtain the prior approval of the Superintendent of Education before employing these retired teachers and to abide by collective bargaining agreements;
(2) Prohibits a retired teacher from earning retirement service credit, contributing to the retirement system, or gaining additional retirement system benefits as a result of the teacher's employment;
(3) Allows a retired teacher to continue to receive the teacher's entitled normal retirement benefits without penalty;
(4) Requires a teacher to be retired for two calendar years before the teacher can qualify for full-time employment; and
(5) Allows a retired teacher to qualify for mentoring or part-time teaching immediately upon the teacher's retirement.
Your Committee finds that this temporary measure is necessary to ensure that there is a caring, competent, and qualified teacher in every public school classroom.
As affirmed by the record of votes of the members of your Committee on Ways and Means that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 1668, H.D. 1, S.D. 1, and recommends that it pass Third Reading.
