Sir:
Your Committee on Economic Development and Technology, to which was referred H.B. No. 1636, H.D. 1, entitled:
"A BILL FOR AN ACT MAKING AN APPROPRIATION FOR COMMUNITY-BASED ECONOMIC DEVELOPMENT,"
begs leave to report as follows:
The purpose of this measure is to appropriate funds for the planning, design, and construction of physical improvements selected as part of an existing or emerging comprehensive, regional, multi-sector community-based strategic action planning process coordinated by the Hawaii Alliance for Community-Based Economic Development.
Your Committee received testimony in favor of this measure from the Department of Business, Economic Development, and Tourism, Hawaii Alliance for Community-Based Economic Development, and Pacific Gateway Center.
Your Committee finds that many community based economic development projects have led directly to the creation of new businesses and jobs, along with less direct social benefits such as citizen empowerment and local self-sufficiency.
Your Committee has amended this measure with the following:
(1) Listing specific capital improvement (CIP) projects to assist community based economic development (CBED) so as to distinguish from general revenue appropriation operating funds;
(2) Giving the coordination of the CBED planning process to the Department of Business, Economic Development, and Tourism;
(3) Including the development of a multicultural village in Kakaako as a potential CBED project. Such a facility would stimulate cultural and educational awareness and involvement for Hawaii's citizens, from youth to the elderly, and create a focus for international tourism and international business, as well as provide a center for Hawaii's multiethnic community; and
(4) Including an appropriation to attract investment from Pacific Rim countries.
As affirmed by the record of votes of the members of your Committee on Economic Development and Technology that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 1636, H.D. 1, as amended herein, and recommends that it pass Second Reading in the form attached hereto as H.B. No. 1636, H.D. 1, S.D. 1, and be referred to the Committee on Ways and Means.
