Your Committee on Ways and Means, to which was referred H.B. No. 1595, H.D. 1, S.D. 1, entitled:

"A BILL FOR AN ACT RELATING TO PUBLIC EMPLOYEES,"

begs leave to report as follows:

The purpose of this measure is to require proposed adjustments to compensation and benefit packages for employees who are excluded from collective bargaining to be at least equivalent to the adjustments provided within the employer's jurisdiction.

Your Committee received comments on this measure from the Director of Human Resources Development and the Public Employees Management Association of Hawaii.

Your Committee agrees with the intent of this bill, which amends the Civil Service Reform Act passed during the 2000 Regular Session, and finds that this bill ensures greater equity in the civil service by preventing excluded employees from being treated less favorably than employees belonging to collective bargaining units within the employer's jurisdiction.

Your Committee has retained the bill's defective date to facilitate further discussion on this measure.

As affirmed by the record of votes of the members of your Committee on Ways and Means that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 1595, H.D. 1, S.D. 1, and recommends that it pass Third Reading.
