Sir:

Your Committee on Ways and Means, to which was referred H.B. No. 1561, H.D. 2, entitled:

"A BILL FOR AN ACT RELATING TO EDUCATION,"

begs leave to report as follows:

The purpose of this measure is to support the continuation of the state school-to-work system by appropriating funds for career pathway development grant awards to schools, five career development centers, technical and professional training for staff, and a career development system transition office.

In addition, this measure:

(1) Discusses the Legislature's vision and goals for the state school-to-work system; and

(2) Requires the Hawaii state school-to-work executive council strategic plan to target a list of specific "best practices" in career development.

Your Committee finds that federal grant moneys for the state school-to-work system will end on October 1, 2001. This appropriation of state moneys is necessary to ensure that the state and regional partnerships which support school-based and work-based learning can continue to produce the kind of exemplary accomplishments that have directly benefited Hawaii students since 1996.

Your Committee has amended this measure by changing the sums appropriated to the Department of Education for fiscal years 2001-2002 and 2002-2003 from $1 to an unspecified amount.

As affirmed by the record of votes of the members of your Committee on Ways and Means that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 1561, H.D. 2, as amended herein, and recommends that it pass Third Reading in the form attached hereto as H.B. No. 1561, H.D. 2, S.D. 1.
