Your Committee on Transportation, Military Affairs and Government Operations, to which was referred H.B. No. 1473, H.D. 2, entitled:

"A BILL FOR AN ACT RELATING TO MOTOR VEHICLES,"

begs leave to report as follows:

The purpose of this measure is to increase the time period within which out-of-state lienholders must forward the certificate of ownership of a transferred motor vehicle to the Director of Finance.

Your Committee received testimony in support of this measure from the Department of Customer Services of the City and County of Honolulu and the Hawaii Automobile Dealers' Association.

Your Committee finds the additional time provided by this measure is appropriate. Currently, it is very time consuming to transfer an out-of-state vehicle with a lien held by an out-of-state entity within thirty days, resulting in unavoidable penalties being assessed. Your Committee further finds that these delays are not caused by negligence or dilatory action.

As affirmed by the record of votes of the members of your Committee on Transportation, Military Affairs and Government Operations that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 1473, H.D. 2, and recommends that it pass Second Reading and be placed on the calendar for Third Reading.
