Your Committees on Hawaiian Affairs and Transportation, Military Affairs and Government Operations, to which was referred H.B. No. 144 entitled:
"A BILL FOR AN ACT RELATING TO KAHO`OLAWE ISLAND RESERVE,"
beg leave to report as follows:
The purpose of this measure is to authorize fundraising by the Kaho‘olawe Island Reserve Commission (KIRC) to support the activities of the commission.
The Office of Hawaiian Affairs and the KIRC testified in support of the measure.
This measure authorizes the KIRC to solicit and accept private funds for the Rehabilitation Trust Fund, reestablishes the account as the Kaho‘olawe Rehabilitation Trust Fund (Fund), repeals the sunsetting of the Fund scheduled to take effect in 2005, and requires the KIRC to report annually to the Legislature on the status of the Fund.
Your Committees find that this measure will allow the KIRC to broaden its base of financial support for the development of a cultural reserve on Kaho‘olawe.
As affirmed by the records of votes of the members of your Committees on Hawaiian Affairs and Transportation, Military Affairs and Government Operations that are attached to this report, your Committees are in accord with the intent and purpose of H.B. No. 144 and recommend that it pass Second Reading and be referred to the Committee on Ways and Means.
