Sir:

Your Committee on Ways and Means, to which was referred H.B. No. 143, H.D. 1, entitled:

"A BILL FOR AN ACT RELATING TO THE LEGISLATURE,"

begs leave to report as follows:

The purpose of this measure is to change the way travel per diem allowance is calculated for state legislators.

Presently, per diem travel allowance for state legislators is based on the destination of the legislator and when the travel is made. Generally, the travel per diem allowance is based on the rate used by a public officer or employee of the State.

This bill would change that procedure by calculating travel per diem as:

(1) Two-thirds of the rate used by the federal General Services for travel within the State;

(2) The maximum travel per diem allowance set by the federal General Services Administration for interstate travel; and

(3) The maximum travel per diem allowance set by Department of State Standardized Regulations for foreign travel.

As affirmed by the record of votes of the members of your Committee on Ways and Means that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 143, H.D. 1, and recommends that it pass Third Reading.
