Sir:
Your Committee on Transportation, Military Affairs and Government Operations, to which was referred H.B. No. 143, H.D. 1, entitled:
"A BILL FOR AN ACT RELATING TO THE LEGISLATURE,"
begs leave to report as follows:
The purpose of this measure is to increase the per diem allowance for legislators to:
(1) Two-thirds of the federal General Services rate for travel within the State for official legislative business during session; and
(2) The maximum travel per diem allowance set by the federal General Services Administration for travel out-of-state, and to the maximum travel per diem allowance for foreign areas as set by the Department of State Standardized Regulations for foreign travel.
Your Committee finds that tying legislative allowance expenses to the federal formularies is fair, impartial, and reasonable.
As affirmed by the record of votes of the members of your Committee on Transportation, Military Affairs and Government Operations that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 143, H.D. 1, and recommends that it pass Second Reading and be referred to the Committee on Ways and Means.
