Sir:
Your Committee on Health and Human Services, to which was referred H.B. No. 1357, H.D. 1, entitled:
"A BILL FOR AN ACT RELATING TO HEALTH,"
begs leave to report as follows:
The purpose of this measure, as received, is to appropriate funds from the Hawaii Organ and Tissue Education Special Fund to the Organ Center of Hawaii.
Testimony in support of this measure was submitted by the Department of Health and the Hawaii Coalition on Donation.
Your Committee believes that a grant to the Organ Donor Center of Hawaii is needed for education programs on organ donations. Your Committee further believes that there are many worthy programs relating to health. Thus, your Committee wishes to pass out a measure to include these programs. However, your Committee wishes to communicate that with Hawaii's current economic situation the Committee on Ways and Means will be making the ultimate decision in the Senate as to which programs will be funded and with what appropriated amount.
Your Committee has amended this measure by adding the contents of S.B. No. 390, S.D. 2, which is an omnibus appropriation bill relating to health, and adding appropriations for HIV care services and the Nursing Scholarship Program.
As affirmed by the record of votes of the members of your Committee on Health and Human Services that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 1357, H.D. 1, as amended herein, and recommends that it pass Second Reading in the form attached hereto as H.B. No. 1357, H.D. 1, S.D. 1, and be referred to the Committee on Ways and Means.
