Your Committee on Ways and Means, to which was referred H.B. No. 1339, H.D. 1, S.D. 1, entitled:
"A BILL FOR AN ACT RELATING TO WATER SUPPLY BOARDS,"
begs leave to report as follows:
The purpose of this measure is to authorize the county water boards to assess, impose, levy, and collect impact fees for any development involving water supply or service.
Your Committee finds that present law ignores the semi-autonomous nature of the water boards because the law authorizes the water boards to adopt rules only for effectuating the imposition and collection of fees while reserving to the county council the authority to enact the impact fee ordinance. Your Committee finds that this measure cures the current oversight in the law by granting to the county water boards the original authority to adopt impact fee rules through the rulemaking process.
As affirmed by the record of votes of the members of your Committee on Ways and Means that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 1339, H.D. 1, S.D. 1, and recommends that it pass Third Reading.
