Sir:
Your Committee on Water, Land, Energy and Environment, to which was referred H.B. No. 1339, H.D. 1, entitled:
"A BILL FOR AN ACT RELATING TO WATER SUPPLY BOARDS,"
begs leave to report as follows:
The purpose of this measure is to authorize the county water boards to assess, impose, levy, and collect impact fees for any development involving water supply or service.
Your Committee received testimony in support of this measure from the Board of Water Supply of the City and County of Honolulu and the Maui County Department of Water Supply.
Your Committee finds that the respective county water authorities are of a semi-autonomous nature and should be encouraged to be self-supporting. By this measure, the county water boards will be able to fund all or a portion of the public water system improvements associated with a new development.
Your Committee has amended this measure to delete the reference to "water commission" in the definition of "board" or "boards", as unnecessary due to a recent change in the name of the Hawaii County "Water Commission" to "Water Board".
As affirmed by the record of votes of the members of your Committee on Water, Land, Energy and Environment that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 1339, H.D. 1, as amended herein, and recommends that it pass Second Reading in the form attached hereto as H.B. No. 1339, H.D. 1, S.D. 1, and be referred to the Committee on Ways and Means.
