Your Committee on Ways and Means, to which was referred H.B. No. 1287, H.D. 1, S.D. 1, entitled:
"A BILL FOR AN ACT RELATING TO AGRICULTURE,"
begs leave to report as follows:
The purpose of this measure is to appropriate funds to the University of Hawaii College of Tropical Agriculture and Human Resources.
The bill provides funding to conduct research and outreach activities concerning high-value and new agricultural products, an agricultural biotechnology initiative, and environment-friendly agricultural management practices.
Additionally, these appropriations will be added to the base budget request of the University of Hawaii.
Your Committee finds that research and development are essential to revitalizing the State's agricultural industry and thereby diversifying the State's economic base. Your Committee also finds that the College of Tropical Agriculture and Human Resources at the University of Hawaii has traditionally served as the primary research and extension agency to the agricultural industry.
Your Committee has amended this measure by changing the appropriation amounts to $2 in each of the fiscal years.
As affirmed by the record of votes of the members of your Committee on Ways and Means that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 1287, H.D. 1, S.D. 1, as amended herein, and recommends that it pass Third Reading in the form attached hereto as H.B. No. 1287, H.D. 1, S.D. 2.
