Your Committee on Ways and Means, to which was referred H.B. No. 1216, H.D. 1, entitled:

"A BILL FOR AN ACT RELATING TO THE KOREAN CENTENNIAL CELEBRATION COMMISSION,"

begs leave to report as follows:

The purpose of this measure is to appropriate funds for the Korean Centennial Celebration in 2003.

Your Committee finds that the Korean Centennial Celebration Commission was formed pursuant to Act 231, Session Laws of Hawaii 2000. The goal of the Commission is to plan and implement the celebration of the one hundredth year of the arrival of Koreans in Hawaii. The celebration will highlight the many accomplishments and contributions made by Koreans both locally and nationally and will be enjoyed by visitors from all over the world. In addition to the many planned cultural, educational, and sporting events, the Commission will also memorialize the year in a two-hour documentary featuring Koreans in Hawaii that will eventually be aired nationwide on public television.

Your Committee has amended the bill by changing the appropriation to $2 for purposes of furthering discussion on the measure, and requiring matching contributions for all funds appropriated. It is your Committee's intent to require the matching funds because the Korean Community has shown its strong commitment to pledge funds for this celebration, and to make this appropriation request more competitive against other funding requests. It is not your Committee's intent to delay release of state funds once matching funds are shown.

As affirmed by the record of votes of the members of your Committee on Ways and Means that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 1216, H.D. 1, as amended herein, and recommends that it pass Third Reading in the form attached hereto as H.B. No. 1216, H.D. 1, S.D. 1.
