Your Committee on Health and Human Services, to which was referred H.B. No. 1111, H.D. 1, entitled:
"A BILL FOR AN ACT RELATING TO SPECIAL PURPOSE REVENUE BONDS FOR AN INTERGENERATIONAL CARE CENTER AT EWA VILLAGES,"
begs leave to report as follows:
The purpose of this measure is to authorize the issuance of special purpose revenue bonds (SPRBs) of up to $25,000,000 for the EV Community Development Corporation to develop and construct Kulana Malama, an intergenerational care center in the Ewa Villages.
EV Community Development Corporation testified in support of the measure. The Department of Budget and Finance submitted comments.
Your Committee finds that it is in the public interest to encourage development of senior housing communities in the State of Hawaii. Your Committee also finds that EV Community Development Corporation, a private, nonprofit corporation, is engaged in the process of developing an intergenerational care center for twenty-four frail elderly persons and twenty-eight medically fragile infants and children.
Under Part II, Chapter 39A, Hawaii Revised Statutes, the Legislature may authorize the issuance of SPRBs to assist nonprofit corporations that provide health care facilities to the general public.
As such, your Committee believes that the EV Community Development Corporation may be assisted through the issuance of SPRBs because its intergenerational care center is a health care project as defined under Part II, Chapter 39A, Hawaii Revised Statutes.
Your Committee has amended the measure by making technical amendments suggested by the Department of Budget and Finance that will assist the department in issuing refunding SPRBs.
As affirmed by the record of votes of the members of your Committee on Health and Human Services that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 1111, H.D. 1, as amended herein, and recommends that it pass Second Reading in the form attached hereto as H.B. No. 1111, H.D. 1, S.D. 1, and be referred to the Committee on Ways and Means.
