Sir:
Your Committee on Ways and Means, to which was referred H.B. No. 1089, H.D. 2, S.D. 1, entitled:
"A BILL FOR AN ACT RELATING TO AGRICULTURE,"
begs leave to report as follows:
The purpose of this measure is to authorize the extended use of funds appropriated for the development of an agricultural subdivision in Hamakua by the Agribusiness Development Corporation.
Your Committee finds that funds originally appropriated to develop an agricultural subdivision in Hamakua by the Agribusiness Development Corporation will lapse on June 30, 2001. It is estimated, however, that work on the subdivision, will not be completed until late 2002. This bill authorizes the extended use of the funds to complete the Hamakua agricultural subdivision.
Your Committee also notes that the Agribusiness Development Corporation's Board of Directors, which is charged with the development of the agricultural subdivision is scheduled to be sunsetted on July 1, 2001. To allow the Corporation to complete the Hamakua agricultural subdivision and to continue its work in other areas, your Committee has amended the bill to extend that sunset date to July 1, 2005. Your Committee has also amended the bill by changing the amount appropriated for the agricultural subdivision to $0 for the purpose of furthering discussion on this measure.
As affirmed by the record of votes of the members of your Committee on Ways and Means that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 1089, H.D. 2, S.D. 1, as amended herein, and recommends that it pass Third Reading in the form attached hereto as H.B. No. 1089, H.D. 2, S.D. 2.
