Your Committees on Health and Human Services and Judiciary, to which was referred H.B. No. 1076, H.D. 2, entitled:
"A BILL FOR AN ACT RELATING TO THE DEPARTMENT OF PUBLIC SAFETY,"
beg leave to report as follows:
The purpose of this measure is to make appropriations for various drug treatment programs for inmates.
Your Committees received testimony in support of this measure from the Department of Public Safety (PSD), Honolulu Prosecuting Attorney, TJ Mahoney & Associates, Community Alliance on Prisons, and a private citizen.
Your Committees recognize that drug addiction plays a significant role in causing crime. Your Committees find that drug addiction cannot be cured by incarceration alone, without appropriate and effective drug treatment programs for inmates. This measure would provide funding for minimum security inmates at Halawa Correctional facility, for the crossroads program at Waiawa Correctional Facility, for diagnostic drug assessments and drug screening programs at Maui Correctional Center and Kauai Community Correctional Center, and for the Project Bridge Program at Maui Correctional Center.
Upon representation by the PSD that the sums contained in H.B. No. 1076, as originally introduced, are accurate, your Committees have amended this measure by replacing its contents with the original contents of H.B. No. 1076.
Your Committees have also made technical, nonsubstantive amendments to comport with proper drafting.
As affirmed by the records of votes of the members of your Committees on Health and Human Services and Judiciary that are attached to this report, your Committees are in accord with the intent and purpose of H.B. No. 1076, H.D. 2, as amended herein, and recommend that it pass Second Reading in the form attached hereto as H.B. No. 1076, H.D. 2, S.D. 1, and be referred to the Committee on Ways and Means.
