Your Committee on Ways and Means, to which was referred H.B. No. 1056, H.D. 1, entitled:
"A BILL FOR AN ACT RELATING TO PUBLIC EMPLOYEES,"
begs leave to report as follows:
The purpose of this measure is to provide the State and the counties with the flexibility to provide health benefits to their employees in a cost-effective manner by making the level and type of health benefits for public employees subject to collective bargaining.
Your Committee believes it appropriate for the collective bargaining process to include potential "trade offs" in this ever more costly component of public employee compensation.
Upon further consideration, your Committee has amended this bill to change the effective date from July 1, 2010 to July 1, 2020 for the purpose of promoting and ensuring continued discussion.
As affirmed by the record of votes of the members of your Committee on Ways and Means that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 1056, H.D. 1, as amended herein, and recommends that it pass Third Reading in the form attached hereto as H.B. No. 1056, H.D. 1, S.D. 1.
