Your Committee on Ways and Means, to which was referred H.B. No. 1048, H.D. 2, entitled:

"A BILL FOR AN ACT RELATING TO THE STATE LIBRARIAN,"

begs leave to report as follows:

The purpose of this measure is to allow the Board of Education to set the salary of the state librarian at a level not greater than $120,000.

Your Committee finds that by setting a ceiling for the state librarian's salary, the Board of Education will have more discretion in hiring, recruiting, and retaining the top librarian for Hawaii's public libraries. The Board of Education will have to exercise discretion and responsibility in balancing the needs of all budget priorities, including salary increases, equipment, books, and other expenses of the public library system.

Upon further consideration, your Committee has amended this bill by clarifying that the salary cannot be greater than $120,000 "a year", and by changing the bill's effective date to "upon approval".

As affirmed by the record of votes of the members of your Committee on Ways and Means that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 1048, H.D. 2, as amended herein, and recommends that it pass Third Reading in the form attached hereto as H.B. No. 1048, H.D. 2, S.D. 1.
