Your Committee on Ways and Means, to which was referred H.B. No. 1041, H.D. 2, S.D. 1, entitled:

"A BILL FOR AN ACT RELATING TO TEACHER COMPENSATION,"

begs leave to report as follows:

The purpose of this measure is to require teachers to receive their normal annual increment or longevity increase, as the case may be, for a year's satisfactory service in any fiscal year.

In addition, this measure requires movement between incremental and longevity steps within the salary range for teachers to be specified by law.

The Department of Budget and Finance commented on this measure.

By removing this specific term of employment from collective bargaining negotiations, which are unpredictable by nature, your Committee is attempting to improve the State's ability to recruit and retain qualified teachers on a consistent basis.

Your Committee has amended this measure by deleting references to chapter 77, Hawaii Revised Statutes, which will be repealed by operation of law on July 1, 2002, pursuant to Act 253, Session Laws of Hawaii 2000.

As affirmed by the record of votes of the members of your Committee on Ways and Means that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 1041, H.D. 2, S.D. 1, as amended herein, and recommends that it pass Third Reading in the form attached hereto as H.B. No. 1041, H.D. 2, S.D. 2.
