Your Committee on Ways and Means, to which was referred H.B. No. 1028, H.D. 1, entitled:
"A BILL FOR AN ACT MAKING AN APPROPRIATION FOR A MODEL UNITED NATIONS PROGRAM FOR HIGH SCHOOL STUDENTS,"
begs leave to report as follows:
The purpose of this bill is to appropriate funds to permit the expansion of the Model United Nations program to all high schools on the Island of Hawaii and subsequently to high schools in the State.
The bill also provides that the funds appropriated may be used for the hiring of a Model United Nations coordinator in the departmental school district of Hawaii.
Your Committee finds that the Hawaii Island Chapter of the United Nations Association/USA sponsored a high school Model United Nations program for three high schools on the Island of Hawaii in 1998. The Model United Nations program has since been expanded to ten schools in 2000, as a result of the enthusiasm of the students participating in the program. Your Committee further finds that the Model United Nations program has been successful in helping students learn about diplomacy and creative problem solving of local, national, and international issues and believes that this program should be expanded for the benefit of all high school students in the State.
Your Committee has amended this bill by changing the appropriation amount from $1 to an unspecified amount to encourage and facilitate continuing discussion of this issue.
As affirmed by the record of votes of the members of your Committee on Ways and Means that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 1028, H.D. 1, as amended herein, and recommends that it pass Third Reading in the form attached hereto as H.B. No. 1028, H.D. 1, S.D. 1.
