Your Committees on Commerce, Consumer Protection and Housing, to which was referred Governor's Message No. 302, submitting for study and consideration the nominations of:

CONTRACTORS LICENSE BOARD

R.P. BUCK SCHIPA, for a term to expire June 30, 2004; and

TSUKASA MURAKAMI, AUDREY E.J. NG, GERARD SAKAMOTO, and TADY T. ARISUMI, for terms to expire June 30, 2005,

begs leave to report as follows:

Upon review of the testimony and statements submitted by the nominees, your Committee finds that each of the nominees have the necessary character, experience, and qualifications to serve on the Contractors License Board (Board).

The Department of Commerce and Consumer Affairs submitted testimony in support of R.P. Buck Schipa, Tsukasa Murakami, and Gerard Sakamoto. Additional testimony in support of R.P. Buck Schipa was received from the Hawaii Roofing Contractors Association and in support of Gerard Sakamoto from the General Contractors Association of Hawaii.

R.P. Buck Schipa is a graduate of St. John's University Law School. Currently, Mr. Schipa is the owner of his own roofing company, which has been operating since 1976. Among his professional affiliations, Mr. Schipa is President of the Hawaii Roofing Contractors Association and is a member of the Chamber of Commerce of Hawaii. He has served on the Board since 1996.

Tsukasa Murakami has extensive experience and education in business management. He operates his own management consulting firm, which has been in business since 1983. Among his professional affiliations, Mr. Murakami is a member of the Hawaii Economic Development Advisory Board, Kauai Chamber of Commerce, and International Council of Shopping Centers – Hawaii Chapter. He has served on the Board since 1997.

Audrey E.J. Ng is a graduate of the University of Washington School of Law. She has over seventeen years of experience as an attorney and is currently a partner with Goodsill Anderson Quinn & Stifel. Among her professional affiliations, Ms. Ng is a member of the American Bar Association Construction Law Forum and Real Property Section. She is also a member of the Aloha United Way Allocations Panel.

Gerard Sakamoto is a graduate of the University of Illinois with a Master of Science degree in Structural Engineering and a Bachelor of Science degree in Civil Engineering from the University of Hawaii. He has over thirty-five years of experience in the contracting industry including operating his own contracting business. Among his professional affiliations, Mr. Sakamoto is a member of the American Society of Civil Engineers and the Chi Epsilon Engineering Honorary Society. He has served on the Board since 1997.

Tady T. Arisumi is a graduate of Baldwin High School. He has over forty-five years of experience in the construction industry. Having started with Arisumi Brothers, Inc. as a construction worker in 1955, he is now the President of the corporation. Mr. Arisumi also proudly served as a United States Army Reservist from 1955-1966. He is very active in various professional and community service organizations and activities.

Your Committee finds that the nominees have been appointed based upon their credentials, integrity, and desire to improve the contracting industry in the State.

As affirmed by the record of votes of the members of your Committee on Commerce, Consumer Protection and Housing that is attached to this report, your Committee, after full consideration of the background, character, experience, and qualifications of the nominees, has found the nominees to be qualified for the positions to which nominated and recommend that the Senate advise and consent to the nominations.
