Your Committee on Health and Human Services, to which was referred Governor's Message No. 300, submitting for study and consideration the nominations of:
STATEWIDE INDEPENDENT LIVING COUNCIL
PINA LEMUSU, GARRETT TOGUCHI, and MARGERY SAUVE for terms to expire on June 30, 2004,
begs leave to report as follows:
Upon review of the testimony and statements submitted by the nominees, your Committee finds that each nominee has the necessary character, experience, and qualifications to serve on the Statewide Independent Living Council (Council).
Testimony in support of the nominees was received from the Department of Human Services.
Pina Lemusu is an individual who utilizes a wheelchair due to a spinal cord injury in 1992. She is from the island of Oahu and is nominated as a representative in the Consumer category of the Council. Ms. Lemusu is presently a student at the University of Hawaii – West Oahu, majoring in Justice Administration with plans to attend law school.
Garrett Toguchi serves as the Executive Director of the ARC in Hawaii and is a former member of the State Board of Education. Mr. Toguchi brings to the Council a valuable perspective on the independent living needs of individuals, especially children attending school, with developmental and other disabilities.
Margery Sauve is an individual with a disability who has been working at her independence following a traumatic brain injury in 1996. Ms. Sauve is nominated as a representative in the Consumer category of the Council. She is active in the community and is a member of the Brain Injury Association of Hawaii.
Your Committee finds that the nominees have been appointed based upon their credentials, integrity, and a desire to improve the quality of life for individuals challenged by a disability.
As affirmed by the record of votes of the members of your Committee on Health and Human Services that are attached to this report, your Committee, after full consideration of the background, character, experience, and qualifications of the nominees, has found the nominees to be qualified for the positions to which nominated and recommends that the Senate advise and consent to the nominations.
