Your Committee on Labor, to which was referred Governor's Message No. 297, submitting for study and consideration the nominations of:
HAWAI`I WORKFORCE DEVELOPMENT COUNCIL
GLADYS C. BAISA, for a term to expire June 30, 2004, and
MAMO P. CUMMINGS, SUSAN AU DOYLE, and ALAN L. GARSON, Ed.D., for terms to expire June 30, 2005;
begs leave to report as follows:
Testimony in support of Mamo P. Cummings was received from the Mayor and County Council Chair of the County of Kauai, the Kauai Economic Development Board, and the Chamber of Commerce of Hawaii.
Your Committee finds that the Hawaii Workforce Development Council is a thirty-one member body appointed as an advisory state workforce policy body which plans and has oversight for a state workforce strategic vision. The Council also fulfills the federal mandate for a state workforce investment board which prepares the Workforce Investment Act (WIA) plan, negotiates the federal performance measures and is responsible for the evaluation, oversight on partner collaboration and program results and incentive and recognition awards.
Your Committee notes the following qualifications of the nominees.
Gladys C. Baisa is the long-time CEO of Maui Economic Opportunity (MEO) and joined the Council as an interim appointee in November 2000, under WIA Title I, Section 167, Migrant and Seasonal Farmworker Programs, and is therefore a required representative on the Council. MEO has the grant to operate the National Farmworker Jobs Program.
Mamo P. Cummings heads the Kauai Chamber of Commerce. She serves on the Council’s New Economy and Communications Committees and recently led a special sub-committee on One-Stop Assessments.
Susan Au Doyle was President of the Honolulu YWCA and recently transitioned to the Aloha United Way. Ms. Doyle served as Chairperson of the Council’s Key Planning Committee which met all State WIA Plan deadlines to receive the federal WIA moneys beginning July 1, 2000.
Dr. Alan Garson is Division Director of the Casey Family Program on the Big Island. Dr. Garson is the Chairman of the Hawaii Local Workforce Investment Board and serves on the Workforce Development Council's Youth Committee.
Upon review of the testimony and the statements submitted by the nominees, your Committee finds that Gladys C. Baisa, Mamo P. Cummings, Susan Au Doyle, and Alan L. Garson, have the necessary character, experience, and qualifications to serve on the Hawai`i Workforce Development Council.
As affirmed by the record of votes of the members of your Committee on Labor that are attached to this report, your Committee, after full consideration of the background, character, experience, and qualifications of the nominees, has found the nominees to be qualified for the positions to which nominated and recommends that the Senate advise and consent to the nominations.
