Sir:

Your Committees on Economic Development and Technology and Tourism and Intergovernmental Affairs, to which was referred Governor's Message No. 295, submitting for study and consideration the nominations of:

STADIUM AUTHORITY

CAROLE KAI ONOUYE and ANTHONY R. GUERRERO, JR., for terms to expire June 30, 2005,

beg leave to report as follows:

Upon review of the testimony and statements submitted by the nominees, your Committees find that the nominees have the necessary character, experience, and qualifications to serve on the Stadium Authority.

Your Committees received testimony supporting the nominees from the Aloha Stadium, in support of Carol Kai Onouye from an individual, and in support of Anthony R. Guerrero, Jr. from Child & Family Service and Saint Louis School.

Carole Kai Onouye was first appointed to the Authority in 1997. She has served on numerous internal subcommittees of the Stadium Authority, attending meetings on weekends and personally responding to inquiries and complaints from the public. As an astute businesswoman, she is able to blend and balance both public sector responsibilities and private sector imperatives.

Anthony R. Guerrero, Jr. serves as the president/director or member of a number of boards, including Child & Family Service, Friends of Hawaii Charities, St. Louis Education Foundation, Hawaii Library Foundation, Hawaii Visitors and Convention Bureau, and Na Koa Football Club.

Your Committees find that the nominees have been appointed based upon their credentials, integrity, and a desire to improve Hawaii's Aloha Stadium operation and services through their service on the Stadium Authority.

As affirmed by the record of votes of the members of your Committees on Economic Development and Technology and Tourism and Intergovernmental Affairs that are attached to this report, your Committees, after full consideration of the background, character, experience, and qualifications of the nominees, have found the nominees to be qualified for the positions to which nominated and recommend that the Senate advise and consent to the nominations.
