Your Committee on Health and Human Services, to which was referred Governor's Message No. 288, submitting for study and consideration the nominations of:
KAUAI COUNTY SUBAREA HEALTH PLANNING COUNCIL
ZACHARY OCTAVIO, ELDRED KAGAWA, ALAN R. KIMURA, THOMAS W. RITA, and TRINIDAD RAVAL for terms to expire on June 30, 2004,
KATHERINE H.J. GOO and MAXINE M. CORREA for terms to expire on June 30, 2005,
begs leave to report as follows:
Upon review of the testimony and statements submitted by the nominees, your Committee finds that the nominees have the necessary character, experience, and qualifications to serve on the Kauai County Subarea Health Planning Council (Council).
Testimony in support of all the nominees was received from the State Health Planning and Development Agency. Additional testimony in support of Maxine M. Correa was received from the Office of the Lieutenant Governor.
Zachary Octavio is a graduate of Kapiolani Community College where he received an Associate Degree. Currently, he is a paramedic and operations manager for American Medical Response on Kauai. Mr. Octavio is active in the community. He provides paramedic medical support to the Kauai Pop Warner Association and is a car seat technician for the Kauai Keiki Injury Prevention Coalition.
Eldred Kagawa is a graduate of Hawaii Pacific University and the University of Hawaii with Bachelor degrees in Accounting and Agricultural Economics respectively. Currently, he is the Director of Accounting for Wilcox Health System on Kauai. Mr. Kagawa serves on community organizations and belongs to various professional organizations.
Alan R. Kimura attended Kauai Community College. Currently, he is employed by the Princeville Corporation. Mr. Kimura belongs to various professional organizations and coaches soccer and basketball. In addition, he is a member of the North Shore Community Planning Association.
Thomas W. Rita is an educational assistant at Waimea High School. In 1997, he was recognized by the Department of Education, Kauai School District, as Employee of the Year. Mr. Rita serves with various community organizations.
Trinidad Raval is a graduate of the University of the Philippines with a Bachelor of Science degree in Agriculture and attended the Northwestern College of Law. Currently, he is a Research Technician with the University of Hawaii College of Tropical Agriculture and Human Resources. Mr. Raval is active in his community and serves on various organizations.
Katherine H.J. Goo is a graduate of Farrington High School. She is a banker with Central Pacific Bank. Ms. Goo is a long time volunteer with the Kauai High School Project Graduation.
Maxine M. Correa is a graduate of Kauai High School. She is a retired Kauai County Council member having served as Chair of the Council from 1988 to 1990. Mrs. Correa belongs to various professional organizations and volunteers with church and school functions.
Your Committee finds that the nominees have been apppointed based upon their credentials, integrity, and desire to improve the quality of health care in the State.
As affirmed by the record of votes of the members of your Committee on Health and Human Services that are attached to this report, your Committee, after full consideration of the background, character, experience, and qualifications of the nominees, has found the nominees to be qualified for the positions to which nominated and recommends that the Senate advise and consent to the nominations.
