Your Committee on Health and Human Services, to which was referred Governor's Message No. 286, submitting for study and consideration the nominations of:
WINDWARD OAHU SUBAREA HEALTH PLANNING COUNCIL
BARBARA J. PENNIALL, for a term to expire June 30, 2003, and
JULIA E. THORNTON, for a term to expire June 30, 2005,
begs leave to report as follows:
Upon review of the testimony and statements submitted by the nominees, your Committee finds that each of the nominees has the necessary character, experience, and qualifications to serve on the Windward Oahu Subarea Health Planning Council.
Your Committee received testimony in support of the nominees from the State Health Planning and Development Agency.
Barbara J. Penniall is the Director of Emergency, Critical Care, and Outpatient Services at Castle Medical Center in Kailua. She is a registered nurse and holds a Master's degree in Health Care Administration. She is an active community volunteer and serves on various professional and community organizations.
Julia E. Thornton is contracted by Kahuku Hospital to perform program development and grant writing activities. She has diverse career experiences in health care, education and the not-for-profit community. She is active in the Kahuku community, serving with the Kahuku Elementary School SCBM, Koolauloa Educational Alliance and O'ahu Rural Health Association.
Your Committee finds that both nominees have been appointed based upon their credentials, integrity, and a desire to improve Windward Oahu's health planning through their service on the Windward Oahu Subarea Health Planning Council.
As affirmed by the records of votes of the members of your Committees on Health and Human Services that are attached to this report, your Committees, after full consideration of the background, character, experience, and qualifications of the nominees, has found the nominees to be qualified for the positions to which nominated and recommend that the Senate advise and consent to the nominations.
