Your Committee on Health and Human Services, to which was referred Governor's Message No. 283, submitting for study and consideration the nominations of:
STATEWIDE HEALTH COORDINATING COUNCIL
WILLIAM D. O'CONNOR, for a term to expire June 30, 2003;
TERRI FUJII and MARK H. YAMAKAWA, for terms to expire June 30, 2004; and
WILLIAM "SPEEDY" BAILEY, JESS DAVID CURB, M.D., SUSAN K. FORBES, Dr.P.H., LILI BRYAN-CONANT, PETER C. LEWIS, SARAJEAN A. TOKUNAGA, SABRINA R. TOMA, JOANNE H. KEALOHA, and KATHLEEN DELAHANTY, for terms to expire June 30, 2005,
begs leave to report as follows:
Upon review of the testimony and statements submitted by the nominees, your Committee finds that each of the nominees has the necessary character, experience, and qualifications to serve on the Statewide Health Coordinating Council.
Your Committee received testimony in support of each nominee from the State Health Planning and Development Agency.
Your Committee notes the following background and qualifications of each of the nominees.
William "Speedy" Bailey is being nominated for a second term to the Statewide Health Coordinating Council. He is the manager of marketing and business development at American Medical Response and holds a Bachelor’s degree in biology and psychology from Occidental College. Mr. Bailey is an active volunteer and serves on various organizations relating to his professional and community interests.
Lili Bryan-Conant is employed by the Hawaii Medical Service Association as Manager of Medical Network Operations — Neighbor Islands. She holds bachelor’s degrees from the University of California at Santa Barbara and the University of Hawaii at Manoa. She is an active community volunteer, serving on various organizations on Kauai. Ms. Bryan-Conant also serves on the Kauai Subarea Health Planning Council. Your Committee received testimony in support of Ms. Bryan-Conant from HMSA and from a professional colleague.
Jess David Curb, M.D., is being nominated for a second term to the Statewide Health Coordinating Council. He is Medical Director and CEO of the Pacific Health Research Institute and is on the faculty of the John A. Burns School of Medicine. Dr. Curb holds a Bachelor’s degree in Zoology from the University of Colorado, a Doctor of Medicine degree from the University of New Mexico and a Master’s of Public Health from the University of Texas.
Kathleen Delahanty is the Director of Client Services at the Hawaii Disability Rights Center. She holds a Bachelor’s degree from Emmanual College and attended Harvard University, working towards a Master’s degree in Economics. She serves on various community and professional organizations. Ms. Delahanty also serves on the Honolulu Subarea Health Planning Council.
Susan K. Forbes, Dr.P.H., is being nominated for a second term to the Statewide Health Coordinating Council. She is the President of the Hawaii Health Information Corporation. Dr. Forbes graduated from Stanford University with a Bachelor of Arts degree. She went on to obtain her Master’s and Doctorate degrees in public health from the University of Hawaii at Manoa. She is a member of various professional and community organizations.
Terri Fujii is a Certified Public Accountant with Ernst and Young LLP. She holds Bachelor’s and Master’s degrees in accounting from the University of Hawaii at Manoa. Ms. Fujii is active in her community and is a member of various professional and community organizations.
Joanne H. Kealoha is the Social Services Coordinator for the ILWU, Local 142. She holds a Bachelor’s degree from the University of Hawaii at Manoa and a Master’s degree in Social Work from UCLA. She volunteers with the Aloha United Way, Catholic Charities Community and Immigrant Services and Oahu Workforce Investment Board. Your Committee received testimony in support of Ms. Kealoha from a professional colleague.
Peter C. Lewis is being nominated to serve a second term on the State Health Coordinating Council. He is Vice President — Administration at Hawaiian Electric Industries. Mr. Lewis holds a Bachelor of Arts degree from Williams College and a Law degree from the University of Virginia Law School. Mr. Lewis is active in various professional and community organizations.
William D. O’Connor is President and Chief Executive Office of Rehabilitation Hospital of the Pacific. He has Bachelor’s and Master’s degrees from Pace University in New York. In addition, he graduated from the Financial Management Program at the Wharton School of Business and the Advanced Management Program from Harvard University.
Sarajean A. Tokunaga is the State AARP Coordinator, Grief and Loss Program. She continues as a key member of many successful community health initiatives affecting Maui County. Mrs. Tokunaga serves on Hui No Ke Ola Pono, the Friends of Maui Memorial Hospital, the Japanese Cultural Society of Maui, Hale Makua, among others. She also serves on the Tri-Isle Subarea Health Planning Council.
Sabrina R. Toma is being nominated to serve a second term on the State Health Coordinating Council. She is an attorney with the law firm of Torkildson, Katz, Fonseca, Jaffe, Moore and Hetherington. Ms. Toma holds a Bachelor’s degree from the University of Hawaii and a law degree from Georgetown University. She is an active member of various professional and community organizations.
Mark H. Yamakawa is President and CEO of Queen’s Development Corporation. He holds a Bachelor’s degree in industrial engineering and operations research from the University of California at Berkeley and a Master’s of Business Administration from the University of Hawaii at Manoa. He serves as a board member of the Kalihi Palama Health Center and Hospice Hawaii. Mr. Yamakawa has also served on the Honolulu Subarea Health Planning Council.
Your Committee finds that each of the nominees has been appointed based upon their credentials, integrity, and a desire to improve the provision of health care services in Hawaii through their participation on the Statewide Health Coordinating Council.
As affirmed by the record of votes of the members of your Committee on Health and Human Services that are attached to this report, your Committee, after full consideration of the background, character, experience, and qualifications of the nominees, has found the nominees to be qualified for the positions to which nominated and recommends that the Senate advise and consent to the nominations.
