Your Committee on Education, to which was referred Governor's Message No. 281, submitting for study and consideration the nomination of:

HAWAI'I TEACHER STANDARDS BOARD

FAIRFAX A. REILLY, M.Ed., for terms to end on June 30, 2001 and June 30, 2002,

begs leave to report as follows:

Your Committee heard testimony in support of the nominee from the Hawaii Teacher Standards Board and the Hawaii State Teachers Association.

Your Committee finds that Fairfax Reilly is committed to teacher quality and high standards for the profession. He has served on a Department of Education work group on teacher evaluation and as a member of the Hawaii Teacher Standards Board Work Group for Counselors to develop performance standards for school counselors.

Your Committee further finds that the nominee has been appointed based upon his credentials, integrity, and a desire to improve Hawaii's educational system through his service on the Hawai'i Teacher Standards Board.

As affirmed by the record of votes of the members of your Committee on Education that is attached to this report, your Committee, after full consideration of the background, character, experience, and qualifications of the nominee, has found the nominee to be qualified for the position to which nominated and recommends that the Senate advise and consent to the nomination.
