Your Committee on Education, to which was referred Governor's Message No. 280, submitting for study and consideration the nominations of:

HAWAII SCHOOL-TO-WORK EXECUTIVE COUNCIL

ALBERT S. NISHIMURA, for a term to expire on June 30, 2003; and

KATHRYN K. INKINEN, HARVARD C.S. KIM, THERESIA C. MCMURDO, and LYNNE E. WOODS, for terms to expire June 30, 2004,

begs leave to report as follows:

Upon review of the testimony and statements submitted by the nominees, your Committee finds that each of the nominees has the necessary character, experience, and qualifications to serve on the Hawaii School-to-Work Executive Council.

Your Committee received oral testimony from each of the nominees in support of their individual nominations.

Your Committee heard testimony in support of Kathryn K. Inkinen from the Honolulu Japanese Chamber of Commerce.

Albert S. Nishimura retired in 1996 after forty years of employment with First Hawaiian Bank, leaving at his highest position of Senior Vice President and Hawaii Region Supervisor. His community service includes membership with the Civilian Advisory Group, Hawaii Island Chamber of Commerce, Hawaii Island Japanese Community Association, Hawaii School-to-Work Opportunities System, Hilo Hongwanji Mission, and Honua Hawaii Cultural Center.

Kathryn K. Inkinen has demonstrated leadership in both the business and community sectors. She is president and owner of a successful executive search and human resources consulting firm. She has assisted numerous local, national, and international for-profit and not-for-profit organizations in sourcing high caliber candidates and facilitating the selection process for key executive positions.

Harvard C.S. Kim is vice president and chief operating officer of Alu Like, Inc., and has previously worked for the state High Technology Development Corporation and Kamehameha Schools. His community service includes Koala District Advancement Chair of the Boy Scouts of America and Na Mamo A Haloa Board Member.

Theresia C. McMurdo joined the Estate of James Campbell in 1989 as Manager of Community Affairs for the public trust. Her responsibilities encompass public relations, charitable contributions, and beneficiary relations. She is currently a director of the Leeward YMCA and the Leeward Partnership for School-to-Work.

Lynne E. Woods has been the president of the Maui Chamber of Commerce for the past seven years, during which the Chamber increased its membership base from 653 to 1,300 and its budget of $250,000 to $600,000. Her community service includes membership with Akaku Public Television, Community Partnerships Inc., Big Brothers Big Sisters of Maui, and the Maui Quarantine Fund.

Your Committee further finds that the nominees have been appointed based upon their credentials, integrity, and a desire to improve Hawaii's workforce development through their service on the Hawai'i School-to-Work Executive Council.

As affirmed by the record of votes of the members of your Committee on Education that are attached to this report, your Committee, after full consideration of the background, character, experience, and qualifications of the nominees, has found the nominees to be qualified for the positions to which nominated and recommends that the Senate advise and consent to the nominations.
