Your Committee on Commerce, Consumer Protection and Housing, to which was referred Governor's Message No. 279, submitting for study and consideration the nominations of:

begs leave to report as follows:

Upon review of the testimony and statements submitted by the nominees, your Committee finds that each of the nominees has the necessary character, experience, and qualifications to serve on the State Board of Profession Engineers, Architects, Surveyors, and Landscape Architects (Board).

Testimony in support of Russell Y.J. Chung and Wallace T. Oki was received from the Department of Commerce and Consumer Affairs.

Russell Y.J. Chung is a graduate of California State Polytechnic University with a Master of Landscape Architecture degree and a graduate of the University of Hawaii with a Bachelor of Architecture degree. Mr. Chung has over twenty years of experience and currently works as a landscape architect with PBR Hawaii. Among his professional affiliations, he is a member of the American Society of Landscape Architects, Hawaii Korean Chamber of Commerce, and Pacific Asian Travel Association. He has been a member of the Board since July 15, 1998.

Wallace T. Oki is a graduate of the University of Hawaii with a Bachelor of Science degree in Electrical Engineering. Mr. Oki has over thirty years of experience and currently operates his own electrical engineering firm. Among his professional affiliations, Mr. Oki is a member of the National Society of Professional Engineers and the Institute of Electrical and Electronic Engineers. He has been a member of the Board since 1997.

Ken Ota is a graduate of the University of Hawaii with a Business Administration degree in finance. Mr. Ota has ten years of experience and currently works as a general manager for ISI Irrigation Systems, Inc. Among his professional affiliations, Mr. Ota is a member of the Maui Contractors Association, Maui Association Landscapers Profession, and Maui Chamber of Commerce.

Your Committee finds that the nominees have been appointed based upon their credentials, integrity, and desire to improve the quality of professional practices in the State.

As affirmed by the record of votes of the members of your Committee on Commerce, Consumer Protection and Housing that are attached to this report, your Committee, after full consideration of the background, character, experience, and qualifications of the nominees, has found the nominees to be qualified for the positions to which nominated and recommends that the Senate advise and consent to the nominations.
