Your Committee on Education, to which was referred Governor's Message No. 278, submitting for study and consideration the nomination of:

EDUCATION COMMISSION OF THE STATES

GALEN K. ONOUYE, for a term to expire on June 30, 2005,

begs leave to report as follows:

Your Committee heard testimony in support of the nominee from the Board of Education.

Your Committee finds that Galen Onouye is intimately familiar with educational policies and issues and with the direction of public education for the State. As a former legislator and member of the House Education Committee, he has a full understanding of state government in relation to public education.

Your Committee further finds that the nominee has been appointed based upon his credentials, integrity, and a desire to improve Hawaii's educational system through his service on the Education Commission of the States.

As affirmed by the record of votes of the members of your Committee on Education that is attached to this report, your Committee, after full consideration of the background, character, experience, and qualifications of the nominee, has found the nominee to be qualified for the position to which nominated and recommends that the Senate advise and consent to the nomination.
