Sir:

Your Committee on Agriculture, to which was referred Governor's Message No. 268, submitting for study and consideration the nominations of:

ADVISORY COMMITTEE ON PESTICIDES

CARLTON L. AGENA, CARL T. MASAKI, and CLYDE M. FUJIKAWA, for terms to expire on June 30, 2005,

begs leave to report as follows:

Upon review of the testimony and statements submitted by the nominees, your Committee finds that the nominees have the necessary character, experience, and qualifications to serve on the Advisory Committee on Pesticides (Advisory Committee).

Testimony in support of all of the nominees was received from the Department of Agriculture.

Additional testimony in support of individual nominees was also received. The Department of Commerce and Consumer Affairs, a Deputy Adjutant General, Building Industry Association of Hawaii, Hawaii Pest Control Association, Structural Pest Control, Inc., and Hawaii Pest Control Association submitted testimony in support of Carlton L. Agena. The Department of Land and Natural Resources and one individual submitted testimony in support of Carl T. Masaki. The Hawaii Farm Bureau Federation submitted testimony in support of Clyde M. Fujikawa.

Carlton L. Agena is a graduate of Humboldt State University with a Bachelor of Science Degree in Wildlife Biology. He has almost thirty years of experience in the structural pest control industry including operating his own pest control business from 1982 to 1998. Among his professional and community service affiliations, Mr. Agena is a member of the Hawaii Pest Control Association, Hawaii Food Industry Association, and East Manoa Lions Club.

Carl T. Masaki is a graduate of Oregon State University with a Bachelor of Science degree in Forest Engineering. He is the Forestry Program Manager with the Department of Land and Natural Resources and is responsible for implementing management practices that minimize or mitigate pollution from forestry operations. Mr. Masaki has previously served on the Advisory Committee and is familiar with the duties and responsibilities of Advisory Committee members.

Clyde M. Fujikawa is a graduate of the International Bible College and also attended the University of Hawaii. He has almost twenty-five years of experience in farming, nursery operations, and landscaping. Among his professional affiliations, Mr. Fujikawa is the Director of the Kauai Farm Bureau and Vice President of the Kauai Taro Growers Association.

Your Committee finds that the nominees have been appointed based upon their credentials, integrity, and desire to ensure the proper and safe regulation of pesticides in the State.

As affirmed by the record of votes of the members of your Committee on Agriculture that are attached to this report, your Committee, after full consideration of the background, character, experience, and qualifications of the nominees, has found the nominees to be qualified for the positions to which nominated and recommends that the Senate advise and consent to the nominations.
