Your Committee on Commerce, Consumer Protection and Housing, to which was referred Governor's Message No. 265, submitting for study and consideration the nominations of:

STATE BOARD OF NURSING

KATHARYN F. DAUB, R.N., DARRYL N. ING, JILLIAN INOUYE, PH.D., and JOANNE ITANO, PH.D., for terms to expire June 30, 2004,

begs leave to report as follows:

The Department of Commerce and Consumer Affairs testified in support of the nominations of Darryl N. Ing, Jillian Inouye, and Joanne Itano. The Hawaii Nurses' Association testified in support of all of the nominations.

Katharyn F. Daub, R.N., holds nursing and nursing in education degrees from the University of Hawaii and University of Phoenix. Ms. Daub is an assistant professor of nursing at the University of Hawaii who teaches nursing students in the baccalaureate program. Ms. Daub has practiced nursing for over fifteen years and has been honored as an outstanding clinician by her peers.

Darryl N. Ing is Senior Vice President of Kuakini Health Systems and has over twenty-five years of experience in hospital administration. Mr. Ing is a former member of the Board of Nursing.

Jillian Inouye, Ph.D., is a professor of nursing at the University of Hawaii, and is licensed as a registered nurse, advanced practice registered nurse, and psychologist. Dr. Inouye is a member of several professional nurses organizations including the American Nurses' Association, National League for Nursing, International Society for Psychiatric Nursing, and Asian-Pacific Islanders Nursing Association. Dr. Inouye previously served on the Board of Nursing and held the positions of Chairperson and Vice Chairperson.

Joanne Itano, Ph.D., holds degrees in nursing and educational psychology and is licensed as a registered nurse and advanced practice registered nurse. Currently Dr. Itano is an associate professor at the University of Hawaii and serves as the Department Chair, Undergraduate Chair, and Director of Distance Education. Dr. Itano has served on the Board of Nursing since July, 1998.

As affirmed by the record of votes of the members of your Committee on Commerce, Consumer Protection and Housing that are attached to this report, your Committee, after full consideration of the background, character, experience, and qualifications of the nominees, has found the nominees to be qualified for the positions to which nominated and recommends that the Senate advise and consent to the nominations.
