Your Committee on Water, Land, Energy and Environment, to which was referred Governor's Message No. 256, submitting for study and consideration the nominations of:
BOARD OF LAND AND NATURAL RESOURCES
KATHRYN WHANG INOUYE and TED K. YAMAMURA, for terms to expire June 30, 2005,
begs leave to report as follows:
Upon review of the testimony and the statements submitted by the nominees, your Committee finds that Kathryn Whang Inouye and Ted K. Yamamura have the necessary character, experience, and qualifications to serve on the Board of Land and Natural Resources.
Testimony in support of both the nominees was received from the Department of Land and Natural Resources and the Mayor of Maui County.
Testimony in support of Kathryn Whang Inouye was also received from the Department of Agriculture, Hawaii Developers' Council, Dwyer Imanaka Schraff Kudo Meyer & Fujimoto, and nineteen individuals. Testimony in support of Ted K. Yamamura was received from The Nature Conservancy of Hawaii and two individuals.
Kathryn Whang Inouye is President and Chief Operating Officer of Makai Village Partnership. She has also worked at
Castle and Cooke, Hawaii Housing Authority, and Haseko. Ms. Inouye has been a member of the Board for the past three years, and has proven to be a highly committed and thoughtful member. Her extensive experience in the real estate development field provides a valuable knowledge base, while her ability to balance competing needs with an analysis of the issues enables sound decisions. Ms. Inouye is an active member of numerous professional organizations, including the Building Industry Association, Hawaii Developers Association, Soroptimists International of Central Oahu, and the Chamber of Commerce.
Ted K. Yamamura has been a certified real estate appraiser for many years and currently, he is the Senior Appraiser at ACM Consultants, Inc. He has also served as the Vice-President of Alexander & Alexander and as the Assistant Vice-President at Honolulu Federal Savings & Loan Association. Mr. Yamamura is a member of the Appraisal Institute, a founding member of the National Association of Realtors Appraisal Section, and a member of the International Right of Way Association. His community involvement includes serving as a past president of the Boy Scouts of America and the Exchange Club and as a Committee Chair of the Rotary Club.
As affirmed by the record of votes of the members of your Committee on Water, Land, Energy and Environment that are attached to this report, your Committee, after full consideration of the background, character, experience, and qualifications of the nominees, has found the nominees to be qualified for the positions to which nominated and recommends that the Senate advise and consent to the nominations.
