Your Committee on Commerce, Consumer Protection and Housing, to which was referred Governor's Message No. 253, submitting for study and consideration the nominations of:

HOISTING MACHINE OPERATORS ADVISORY BOARD

MELVIN MIYAMOTO and KERWIN D.W. CHONG, for terms to expire June 30, 2005,

begs leave to report as follows:

Your Committee received testimony in support of the nominees from the Department of Labor and Industrial Relations, and in support of Mr. Miyamoto from Hidano Construction, Inc.

Your Committee finds that, as an engineer, Mr. Chong has been extensively involved with crucial safety and construction site guidelines and operations. His knowledge of the construction industry and licensing for crane certification will be an asset to the Board and working people of Hawaii. He has contributed to numerous publications, shared invaluable insights, and gained the respect and admiration of his peers in the construction field.

Your Committee finds that Mr. Miyamoto has been in a supervisory position with Hawaiian Dredging Construction Company for over thirty years. As they are one of the largest signatory contractors in the State, this has given him an extensive knowledge of the construction industry in general and crane work in particular. In his first term on the Hoisting Machine Operators' Advisory Board, Mr. Miyamoto proved his overwhelming dedication and willingness to support the mission of the Board and worked tirelessly to research and develop rules to improve the safe operation of cranes at construction sites, for both worker and public safety. This nomination is for a second term on the Board.

Your Committee finds that the nominees have been appointed based upon their credentials, integrity, and a desire to improve the safety of the workers and the general public through their service on the Hoisting Machine Operators Advisory Board.

As affirmed by the record of votes of the members of your Committee on Commerce, Consumer Protection and Housing that are attached to this report, your Committee, after full consideration of the background, character, experience, and qualifications of the nominees, has found the nominees to be qualified for the positions to which nominated and recommends that the Senate advise and consent to the nominations.
