Your Committee on Transportation, Military Affairs and Government Operations, to which was referred Governor's Message No. 252, submitting for study and consideration the nominations of:
STATE HIGHWAY SAFETY COUNCIL
KELVIN DANG, JOHN T. KAIZUKA, and LYNN N. FALLIN, for terms to expire June 30, 2005,
begs leave to report as follows:
Upon review of the testimony and statements submitted by the nominees, your Committee finds that Kelvin Dang, John T. Kaizuka, and Lynn N. Fallin have the necessary character, experience, and qualifications to serve on the State Highway Safety Council.
Your Committee received testimony in support of each nominee from the Department of Transportation.
Your Committee notes the following background and qualifications of the nominees.
Mr. Dang, a resident of Maui, has been one of the forerunners in the development of safe community groups on the island and has demonstrated a strong commitment to highway safety. Your Committee also received testimony in support of Mr. Dang from the Volunteer Center of Maui County and the Wailuku Safe Community Group.
Mr. Kaizuka, a resident of Hilo, is an employee of the Department of Health, where he has been working on child restraint programs. Mr. Kaizuka is a staunch advocate of highway safety.
Ms. Fallin works with the Office of the Governor, collaborating with the Department of Health on youth substance abuse programs. Ms. Fallin is also a staunch advocate of highway safety. Your Committee also received testimony in support of Ms. Fallin from the Good Beginnings Alliance and the Chief of the Division of Alcohol and Drug Abuse of the Department of Health.
Your Committee finds that the nominees have been appointed based upon their credentials, integrity, and a desire to improve highway safety in Hawaii through their participation on the State Highway Safety Council.
As affirmed by the record of votes of the members of your Committee on Transportation, Military Affairs and Government Operations that are attached to this report, your Committee, after full consideration of the background, character, experience, and qualifications of the nominees, has found the nominees to be qualified for the positions to which nominated and recommends that the Senate advise and consent to the nominations.
