Your Committee on Commerce, Consumer Protection and Housing, to which was referred Governor's Message No. 249, submitting for study and consideration the nominations of:
BOARD OF DIRECTORS, HAWAII HURRICANE RELIEF FUND
DOUGLAS M. GOTO, CAROLEE C. KUBO, and BRIAN YAMANE, for terms to expire June 30, 2005,
begs leave to report as follows:
Upon review of the testimony and statements submitted by the nominees, your Committee finds that Douglas M. Goto, Carolee C. Kubo, and Brian Yamane have the necessary character, experience, and qualifications to serve on the Board of Directors, Hawaii Hurricane Relief Fund.
Your Committee received testimony in support of Douglas M. Goto from the Honolulu Japanese Chamber of Commerce and the Department of Commerce and Consumer Affairs Insurance Division.
Douglas M. Goto has been in the insurance industry for over eighteen years and has served in key positions with an international management and accounting firm. His understanding of the insurance needs of the community and finance will make him a valuable contributor to the Hurricane Relief Fund Board.
Carolee C. Kubo, a resident of Honolulu, is currently a senior union agent V, labor relations specialist for the Hawaii Government Employees Association. Prior to working with the Hawaii Government Employees Association, Carolee C. Kubo was an unemployment insurance specialist with the Department of Labor and Industrial Relations.
Brian Yamane has been active in the insurance industry for the past twenty-four years in the areas of property, casualty, life, and commercial insurance as an agent with Noguchi and Associates, Inc. Brian Yamane served for six years in the State House of Representatives dealing with a wide range of issues relating to health care, public employment and labor, land and water management, gun control, torts, development of capital improvements, and budget and financial matters.
Your Committee finds that all three nominees have been appointed based upon their credentials, integrity, and a desire to maintain and improve Hawaii's Hurricane Relief Fund through their service on the Hurricane Relief Fund Board.
As affirmed by the record of votes of the members of your Committee on Commerce, Consumer Protection and Housing that are attached to this report, your Committee, after full consideration of the background, character, experience, and qualifications of the nominees, has found the nominees to be qualified for the positions to which nominated and recommends that the Senate advise and consent to the nominations.
