Your Committee on Transportation, Military Affairs and Government Operations, to which was referred Governor's Message No. 240, submitting for study and consideration the nominations of:
COMMISSION ON TRANSPORTATION
STEPHEN E. SMITH, for a term to expire June 30, 2004; and
JANE N. YAMASHIROYA, for a term to expire June 30, 2005,
begs leave to report as follows:
Upon review of the testimony and statements submitted by the nominees, your Committee finds that Stephen E. Smith and Jane N. Yamashiroya have the necessary character, experience, and qualifications to serve on the Commission on Transportation.
Your Committee received testimony in support of both nominees from the Department of Transportation.
Your Committee also received testimony in support of Stephen E. Smith from the Maui County Department of Management, the Vice Chair of the Maui County Council, and six members of the local business community who have dealt with Mr. Smith professionally.
Your Committee finds that Ms. Yamashiroya currently serves on the Commission on Transportation. Your Committee further finds that Ms. Yamashiroya has contributed greatly to the effectiveness of the Department of Transportation, advising and assisting the Department by attending public informational meetings and public hearings, and by garnering feedback from the community.
Mr. Smith, a resident of Maui, is currently the Vice President of Marketing/Purchasing for VIP Food Service, Kahului, Maui. Your Committee finds that Mr. Smith serves as Chair and organizes Maui's large scale Trade Show for food and related products, as well as works with various companies and agencies to ensure quality handling of freight shipments.
Your Committee finds that both nominees have been appointed based upon their credentials, integrity, and a desire to improve Hawaii's transportation services through their service on the Commission on Transportation.
As affirmed by the record of votes of the members of your Committee on Transportation, Military Affairs and Government Operations that are attached to this report, your Committee, after full consideration of the background, character, experience, and qualifications of the nominees, has found the nominees to be qualified for the positions to which nominated and recommends that the Senate advise and consent to the nominations.
