Sir:

Your Committee on Commerce, Consumer Protection and Housing, to which was referred Governor's Message No. 237, submitting for study and consideration the nomination of:

RENTAL HOUSING TRUST FUND ADVISORY COMMISSION

PATRICK S. YAMADA, for a term to expire June 30, 2005,

begs leave to report as follows:

Upon review of the testimony and statements submitted by the nominee, your Committee finds that the nominee has the necessary character, experience, and qualifications to serve on the Rental Housing Trust Fund Advisory Commission ("Commission").

Testimony in support of the nominee was submitted by the Special Assistant to the Governor, the Housing and Community Development Corporation of Hawaii, the Building Industry Association of Hawaii, and the Secretary-Treasurer of Hidano Construction.

Your Committee finds that Mr. Yamada is the Senior Vice President of American Savings, in addition to currently serving as Chairman of the Commission. Mr. Yamada's background in managing construction and commercial real estate portfolios equips him to address the many issues in the arena of housing and planning that come before the Commission.

In addition, your Committee finds that Mr. Yamada is an active member of many professional organizations and community service groups, and is truly dedicated to serving his community and the State of Hawaii.

Your Committee finds that Mr. Yamada has been appointed based upon his credentials, integrity, and a desire to improve rental housing services for State residents through his participation on the Commission.

As affirmed by the record of votes of the members of your Committee on Commerce, Consumer Protection and Housing that is attached to this report, your Committee, after full consideration of the background, character, experience, and qualifications of the nominee, has found the nominee to be qualified for the position to which nominated and recommends that the Senate advise and consent to the nomination.
