Sir:

Your Committee on Judiciary, to which was referred Governor's Message No. 236, submitting for study and consideration the nominations of:

BOARD OF REGISTRATION, ISLAND OF HAWAII

FRANCIS L. BENEVIDES, SR., for a term to expire June 30, 2004; and

NEWTON INOUYE, for a term to expire June 30, 2005,

begs leave to report as follows:

Upon review of the testimony and statements submitted by the nominees, your Committee finds that the nominees have the necessary character, experience, and qualifications to serve on the Board of Registration, Island of Hawaii.

Your Committee received testimony in support of Newton Inouye from the HGEA, and Representatives from the First and Third State Representative Districts.

Your Committee notes the following background and qualifications of the nominees.

Francis L. Benevides is an accountant in Hilo, Hawaii. He has been a member of the Big Island Traffic Safety Council and Underwriters Insurance Association of America. He has received a Certificate of Appreciation from former Mayor Stephen Yamashiro.

Newton Inouye received a Bachelor of Arts degree from Hilo College. He has been employed since 1979 with the Department of Health. He is currently a registered sanitarian. He is a member of the Hawaii Environmental Health Association and holds a registered sanitarian license. He is active in numerous community organizations. The nominee is also a member of the Board of Directors of the HGEA, Hawaii Chapter.

As affirmed by the record of votes of the members of your Committee on Judiciary that are attached to this report, your Committee, after full consideration of the background, character, experience, and qualifications of the nominees, has found the nominees to be qualified for the positions to which nominated and recommends that the Senate advise and consent to the nominations.
