Your Committee on Labor, to which was referred Governor's Message No. 233, submitting for study and consideration the nomination of:
BOARD OF TRUSTEES, EMPLOYEES' RETIREMENT SYSTEM
COLBERT M. MATSUMOTO, for a term to expire January 1, 2007,
begs leave to report as follows:
Testimony in support of the nominee was received from the Representative from Hawaii's First Congressional District, the Lieutenant Governor, the Chairperson of Land and Natural Resources, the Deputy Director of Land and Natural Resources, the Director of Budget and Finance, the President of Pahio Resorts, Inc., who also serves as the Kauai representative to the Board of Land and Natural Resources, and eight private citizens.
Your Committee finds that Colbert M. Matsumoto currently serves as the Chief Executive Officer of Island Insurance Companies, Ltd. He has served on a number of boards and commissions, including the Board of Land and Natural Resources, and was the court-appointed Master of the Bishop Estate audits.
Mr. Matsumoto is also an active member of Hawaii's Japanese-American community. He has served as Past President and Director of the Japanese American Citizens' League, Founding President of the Hawaii Chapter of the National Asian Pacific American Bar Association. He has also been an active member of the Hawaii State Bar Association, the Japanese Cultural Center of Hawaii and the Japanese American National Museum.
Upon review of the testimony and the statements submitted by the nominee, your Committee finds that Colbert M. Matsumoto has the necessary character, experience, and qualifications to serve on the Board of Trustees for the Employees' Retirement System.
As affirmed by the record of votes of the members of your Committee on Labor that is attached to this report, your Committee, after full consideration of the background, character, experience, and qualifications of the nominee, has found the nominee to be qualified for the position to which nominated and recommends that the Senate advise and consent to the nomination.
