Sir:

Your Committee on Health and Human Services, to which was referred Governor's Message No. 232, submitting for study and consideration the nominations of:

EMERGENCY MEDICAL SERVICES ADVISORY COMMITTEE

JAMES S. MAEDA, for a term to expire June 30, 2003;

ROBERT CONRAD, M.D., for a term to expire June 30, 2005; and

BEVERLY I. TAKABA, for a term to expire June 30, 2004,

begs leave to report as follows:

Your Committee received testimony in support of the nominees from the Department of Health, and in support of Mr. Maeda from a private individual.

James S. Maeda is a consumer representative from Hilo and a long time advocate for quality emergency medical services on the island of Hawaii. He served an eight year term on the Emergency Medical Services Advisory Committee from 1982–1990 and was chairperson for two years. Mr. Maeda continues to be active in the Big Island community, particularly in church, veteran, and county emergency medical services affairs. He is also the recipient of numerous decorations as a disabled veteran, including a Purple Heart.

Beverly I. Takaba is an allied health representative. She is currently a program specialist with Hawaii Medical Services Association, involved in many community activities, and has a strong interest in the quality of health care for the residents and visitors on the island of Hawaii.

Robert Conrad, M.D., is a practicing emergency physician at G.N. Wilcox Memorial Hospital. He has been actively involved with the Kauai Emergency Medical Services System for over 15 years. He participates in continuing medical programs for Kauai's emergency medical personnel and provides medical assistance via radio for medical care at the scene and during transport to hospital on Kauai.

Your Committee finds that the nominees have been appointed based upon their credentials, integrity, and a desire to improve Hawaii's emergency medical service for residents and visitors through their service on the Emergency Medical Services Advisory Committee.

As affirmed by the record of votes of the members of your Committee on Health and Human Services that are attached to this report, your Committee, after full consideration of the background, character, experience, and qualifications of the nominees, has found the nominees to be qualified for the positions to which nominated and recommends that the Senate advise and consent to the nominations.
