Your Committee on Commerce, Consumer Protection and Housing, to which was referred Governor's Message No. 231, submitting for study and consideration the nomination of:

Upon review of the statement of personal history submitted by the nominee, your Committee finds that Mr. Shibata has the necessary character, experience, and qualifications to serve on the Elevator Mechanics Licensing Board ("Board").

Your Committee received testimony in support of Mr. Shibata's nomination from the Department of Commerce and Consumer Affairs.

Mr. Shibata has served on the Board since July, 1997, and has proven to be a diligent and contributing member who gives unselfishly of his time to the Board. Your Committee finds that Mr. Shibata has also served as a member of various committees of the Board in its efforts to address rule revisions, examination requirements, and application review.

Your Committee finds that elevator safety is one of the State's top priorities. Patrons of elevator services step aboard with confidence, knowing that the State enforces strict standards of elevator safety. Therefore, your Committee supports the work of the Board, and supports the reappointment of experienced professionals such as Mr. Shibata.

As affirmed by the record of votes of the members of your Committee on Commerce, Consumer Protection and Housing that is attached to this report, your Committee, after full consideration of the background, character, experience, and qualifications of the nominee, has found the nominee to be qualified for the position to which nominated and recommends that the Senate advise and consent to the nomination.
