Your Committee on Health and Human Services, to which was referred Governor's Message No. 229, submitting for study and consideration the nominations of:
POLICY ADVISORY BOARD FOR ELDER AFFAIRS
ANTONE KAHAWAIOLAA, JR., COLETTE BROWNE, Dr.P.H., and ARTHUR W. MARTIN, for terms to expire June 30, 2005,
begs leave to report as follows:
Upon review of the testimony and statements submitted by the nominees, your Committee finds that each of the nominees has the necessary character, experience, and qualifications to serve on the Policy Advisory Board for Elder Affairs.
Your Committee received testimony in support of each nominee from the Executive Office on Aging, and in support of Antone Kahawaiolaa, Jr., from ILWU Local 142.
Antone Kahawaioloaa, Jr., served nearly fifty years with the ILWU as a member and an employee, retiring in 1990 as an International Representative for the ILWU. He is vice president of the ILWU Oahu Division Pensioner Council, which coordinates the involvement of several ILWU pensioner clubs in activities within the union and in the community.
Dr. Colette Browne is an assistant professor of social work at the University of Hawaii, Manoa, and was director of geriatric services at Kauakini Medical Center from 1978 to 1984. She is a member of the National Association of Social Workers, American Society on Aging, and Hawaii Pacific Gerontological Society.
Arthur W. Martin, a resident of Hilo, has been a pastor from 1958 to 1992 at various churches. From 1992 to the present, he has been a sales clerk at the Seventh Gate Christian Bookstore. His professional organization affiliations include the Hawaii State Teachers Association and Hawaii Conference United Church of Christ.
Your Committee finds that all three nominees have been appointed based upon their credentials, integrity, and a desire to improve Hawaii's elderly affairs through their service on the Policy Advisory Board for Elder Affairs.
As affirmed by the record of votes of the members of your Committee on Health and Human Services that are attached to this report, your Committee, after full consideration of the background, character, experience, and qualifications of the nominees, has found the nominees to be qualified for the positions to which nominated and recommends that the Senate advise and consent to the nominations.
