Sir:

Your Committee on Economic Development and Technology, to which was referred Governor's Message No. 225, submitting for study and consideration the nominations of:

COMMUNITY-BASED ECONOMIC DEVELOPMENT ADVISORY COUNCIL

GLENN IOANE TEVES, for a term to expire June 30, 2003, and

DAVID FUERTES, for a term to expire June 30, 2005,

begs leave to report as follows:

Upon review of the testimony and statements submitted by the nominees, your Committee finds that each of the nominees has the necessary character, experience, and qualifications to serve on the Economic Development Advisory Council.

Your Committee received testimony in support of the nominees from the Department of Business, Economic Development, and Tourism

Glenn Ioane Teves has served faithfully and well for several years on the Community-Based Economic Development Advisory Council. His expertise in agriculture and community development has been a valuable resource for the program and fellow advisory council members. As a representative from the Island of Molokai, Mr. Teves has been an excellent Department of Business, Economic Development, and Tourism and Community-Based Economic Development Program liaison with Molokai's communities. Currently, Mr. Teves serves as vice chair for the Council and will, in all probability, serve as chair upon the term expiration of the current chair.

David Fuertes has played an important role in assisting the Community-Based Economic Development Program fulfill its goals and objectives. As an educator, David has helped guide the program and fellow Council members in assisting communities build their economic development understanding, and encouraging programs that build capacity and opportunities for Hawaii's youth. He has played a major role in helping the program develop its strategic plan, and continues to be a most valuable resource for the communities of the Big Island and the State.

Your Committee finds that both nominees have been appointed based upon their credentials, integrity, and a desire to improve Hawaii's community-based economic development practices through their service on the Community-Based Economic Development Advisory Council.

As affirmed by the record of votes of the members of your Committee on Economic Development and Technology that is attached to this report, your Committee, after full consideration of the background, character, experience, and qualifications of the nominees, has found the nominees to be qualified for the positions to which nominated and recommends that the Senate advise and consent to the nominations.
