Your Committee on Transportation, Military Affairs and Government Operations, to which was referred Governor's Message No. 224, submitting for study and consideration the nomination of:
LINDA C. TSEU, Civil Defense Advisory Council, for a term to expire June 30, 2005,
begs leave to report as follows:
Upon review of the personal history statement and related materials submitted by the nominee, your Committee finds that the nominee will work with compassion and commitment while serving on the Civil Defense Advisory Council.
Testimony in support of the nominee was submitted by the Department of Defense.
Your Committee finds that Ms. Tseu has a long record of public service in Hawaii, serving as the Assistant Director for the Commission on Persons with Disabilities from 1983 to 1990, and as Executive Director of the Hawaii Civil Rights Commission from 1990 to 1997.
Ms. Tseu was appointed to the Civil Defense Advisory Council in July 2000. Since that time she has actively participated in Advisory Council meetings. Her insight and advice are valued components in the continued improvement of Hawaii's statewide civil defense system and disaster preparedness programs.
Your Committee finds that the nominee has been appointed based on her credentials, integrity, and a desire to make Hawaii better through her continued participation on the Civil Defense Advisory Council.
As affirmed by the record of votes of the members of your Committee on Transportation, Military Affairs and Government Operations that is attached to this report, your Committee, after full consideration of the background, character, experience, and qualifications of the nominee, has found the nominee to be qualified for the position to which nominated and recommends that the Senate advise and consent to the nomination.
