Sir:

Your Committee on Commerce, Consumer Protection and Housing, to which was referred Governor's Message No. 222, submitting for study and consideration the nominations of:

STATE BOARD OF BARBERING AND COSMETOLOGY

EDNA H. KANO and ELAINE K. KIMURA, for terms to expire June 30, 2005,

begs leave to report as follows:

Upon review of the testimony and statements submitted by the nominees, your Committee finds that each of the nominees has the necessary character, experience, and qualifications to serve on the State Board of Barbering and Cosmetology.

The Department of Commerce and Consumer Affairs (DCCA) testified in support of the reappointment of both nominees.

Edna H. Kano, a retired teacher, currently serves as a public member on the Board. Ms. Kano also serves the community as a member of Alpha Delta Kappa and the Japanese Women's Society of Honolulu.

Elaine K. Kimura is a licensed cosmetologist and salon owner. She currently serves as the Board's Vice Chairperson and has been involved with legislation relating to licensure of estheticians. Ms. Kimura has represented the Board at national conferences on standardized training and licensing requirements and participated in exam review workshops.

As affirmed by the record of votes of the members of your Committee on Commerce, Consumer Protection and Housing that are attached to this report, your Committee, after full consideration of the background, character, experience, and qualifications of the nominees, has found the nominees to be qualified for the positions to which nominated and recommends that the Senate advise and consent to the nominations.
